CHARLOTTESVILLE, Va. (CBS19 NEWS) -- Congress is going home for the holidays without finishing the supplemental funding package that includes state aid and humanitarian aid for Ukraine and Gaza.

Virginia Senators Mark Warner and Tim Kaine say they're disappointed.

"There was a press report earlier that this was one of the least productive Congresses in history, and I felt that," Warner said.

Kaine said he thought they were getting somewhere last week.

"The Republicans said they liked the investments but wanted to do more significant work on the border out of a sense of urgency, and we agreed with them," he said.

But this week, the House didn't show up to work at all and only 16 Republican senators came.

"They've been talking about the border as an issue they want to urgently address, but they wouldn't even bother to come back even though the Senate was in session. It makes me wonder if they want to solve a problem or just complain about a problem," Kaine said.

The supplemental package is now due at the same time as two shutdown deadlines looming in January and February.

"We can't say Ukraine is a crisis, Israel's a crisis, the border's a crisis, and then not do our job," Warner said.

Warner said he hopes the new year gets rid of the “we don't have time” excuses.
