Convicted rapist placed on NY sex offender registry

CHARLOTTESVILLE, Va. (CBS19 NEWS) -- A man, who was convicted of a 1989 rape in Charlottesville and who moved to New York following his release from prison last spring, is now on that state's sex offender registry.

Jeffrey Ted Miller, who was formerly known as Jeff Kitze, was released from prison in May and relocated to New York, where a woman then requested and was granted a temporary restraining order against him.

Miller was not listed on the New York sex offender registry for months after his move because that state requires a court hearing to determine an offender's risk level.

He has now been found by a court to be a level three offender, the highest risk.
