RICHMOND, Va. (CBS19 NEWS) -- Flags across Virginia to fly at half-staff on Wednesday to mark the anniversary of the Virginia Beach municipal building shooting.

On May 31, 2019, a disgruntled Virginia Beach employee shot and killed 12 people before being shot by police.

Governor Glenn Youngkin issued an order Tuesday to lower U.S. and Virginia flags on all state and local buildings and grounds.

The flags will be lowered at sunrise and remain at half-staff until sunset on Wednesday.
