ALBEMARLE COUNTY, Va. (CBS19 NEWS) -- Piedmont Virginia Community College announced the newest members elected to the Educational Foundation Board of Directors.

The new members are Janet Morrow, Paula Newcomb, Kelli Palmer and Elsie Thompson.

“We are delighted to welcome this outstanding class of new directors,” PVCC Vice President of Institutional Advancement and Development Harry Stillerman stated in a news release. “Each of these talented individuals brings a wealth of knowledge and experience to our Educational Foundation Board and shares a deep commitment to the PVCC mission. We are indeed fortunate to be benefiting from their leadership and service. We look forward to working together with them to help create new resources and partnerships that position the college to best meet the needs of our students and community."

Information on the new members and PVCC Educational Foundation:

Janet Morrow currently serves as a member of the PVCC College Board. Ms. Morrow is retired from a career with the National Ground Intelligence Center (NGIC), where she worked as division chief for Radar and Air Defense. She has been an active volunteer in the community working with organizations including the Ford Haitian Orphanage and School Foundation, The Haiti Mission and The Paramount Theater. Ms. Morrow earned her B.S. in Chemistry Education at the University of Maryland, a Master’s in Systems Engineering from the University of Virginia, an M.S. in Operations Research from Stanford University, and has taken many courses at the Federal Executive Institute and PVCC.

Paula Newcomb is the president of Expedition Trust Company. From 2008-2013, she was president of VNB Trust, N.A. She joined Virginia National Bank in early 2006 in anticipation of the formation of a separate subsidiary for trust and investment services and served initially as the business development officer and secretary to the board. From 1993 to 2004, she was director of development and public affairs for the Thomas Jefferson Foundation, the private non-profit organization that owns and operates Monticello. Prior, she held senior management positions at the University of Redlands and St. Lawrence University. Ms. Newcomb is on the Focused Ultrasound Foundation Council, serves as a big sister, and is a former volunteer, director and chairman of Piedmont CASA, and former director of Charlottesville Tomorrow. She received her bachelor’s degree from Franklin and Marshall College.

Dr. Kelli E. Palmer is the head of global inclusion and diversity and corporate citizenship at CFA Institute where she is responsible for identifying opportunities to establish programs, policies and procedures that are socially conscious relative to sustainability, corporate social responsibility and corporate culture. Prior, Dr. Palmer worked at the Institute for Shipboard Education as the director of Enrichment Voyages and at the University of Virginia as assistant to the president. She earned her Ph.D. from the University of Virginia in Higher Education Administration, her M.A.Ed. in Counseling from Wake Forest University and her B.A. from Elon University in Elementary Education. She serves on the board of the Peabody School and previously served with the Charlottesville Area Community Foundation, Thomas Jefferson Area United Way, Center for Nonprofit Excellence, LiveArts and the Elon Alumni Board.

Elsie Wilson Thompson’s civic interests include youth services, education and the arts. She is a founding board member and past president of the Boys & Girls Clubs of Central Virginia, has served as board member and officer of the historic Paramount Theater of Charlottesville, and is treasurer of the Virginia Chamber Music Foundation, presenter of the annual Charlottesville Chamber Music Festival. She has served on the Governing Council of UVA’s Miller Center of Public Affairs, the advisory board of UVA's Fralin Museum of Art, and the board of the Foundation of the State Arboretum, which supports UVA's Blandy Experimental Farm. For many years she has served as an intermediate application reader and on the advisory board for the Ron Brown Scholars Program. She earned her J.D. at UVA Law School and her AB from Radcliffe College.

The Educational Foundation Board also elected Cynthia Stultz as President and Joe Raichel as Vice President for the 2021 calendar year.

Cynthia Bolick Stultz, along with her husband Jim, established CBS Rentals, a property management and real estate development company in 1979. As a native and life-long resident of Charlottesville, Ms. Stultz has used her expertise and business acumen to advocate for the Charlottesville community and is president of The Stultz Foundation. She has been honored to serve on the boards of the PVCC Educational Foundation, The Free Clinic, Martha Jefferson Foundation and the Ronald McDonald House.

Joe Raichel is the chief lending officer for the University of Virginia Community Credit Union. With more than 23 years of experience in the financial services industry, Raichel most recently served as a senior vice president with Wells Fargo.  He earned his bachelor’s degree in finance and marketing from Kent State University and his master’s degree in business administration from the University of North Carolina at Charlotte. Mr. Raichel has been an active volunteer in the community with previous board service including the Charlottesville Regional Chamber of Commerce, the Center for Nonprofit Excellence Board, Ash lawn Opera, American Red Cross of Central Virginia, Central Virginia Partnership for Economic Development, Thomas Jefferson Area United Way and the American Red Heart Association. Previous board service in other communities includes the Culpeper Chamber of Commerce, Culpeper Good Fellows (founding member), Museum of Culpeper History, Charlotte Junior Achievement and the Canton Urban League.
