Charlottesville woman facing child porn, other charges in D.C.

WASHINGTON (CBS19 NEWS) -- A woman from Charlottesville is facing federal child pornography charges.
Court documents show that Eleanor Hoppe has pleaded not guilty to charges of distribution of child pornography, coercion/enticement of a minor, and attempted transportation of a minor with the intent to engage in sexual activity.
She was arraigned Tuesday on the felony charges in the U.S. District Court for the District of Columbia.
Documents show that beginning in late February 2023, an officer with the FBI Washington Field Office working as part of the Metropolitan Police Department-FBI Child Exploitation Task Force went undercover on a fetish website.
Officials report that parts of this site are known as places where people meet and talk about the sexual abuse of children and can trade images of child pornography.
A user with the screen name “titotori,” who was later identified as Hoppe, started a private email conversation with the officer through the site.
She reportedly told the officer she was a mother and that she wanted to talk about “taboo parenting.”
The officer told Hoppe that he was the father of an eight-year-old girl, and Hoppe told the officer she chats on a social media app that uses end-to-end encryption.
The two continued their conversation on that app, where Hoppe used the screen name “tori4fun.”
Between Feb. 23 and March 16, the officer and Hoppe shared a series of chat communications in which Hoppe said she lives in Charlottesville.
The officer asked Hoppe to verify that she was “safe” by sending an image of herself holding up her thumb near her breast, which Hoppe did. Her face was partially visible in the image in which she pulled up her shirt and exposed herself.
On Feb. 27, Hoppe reportedly asked the undercover officer about the abuses he was perpetrating against the nonexistent daughter and said she would be interested in traveling to Washington, D.C. in order to sexually abuse the girl with the officer.
She allegedly stated she wanted to help the officer introduce the daughter to sexual activity on several occasions.
On or about March 12, Hoppe and the officer shared an explicit conversation and she sent a 30-second video of a small female who appears to be a minor being sexually abused.
Then on March 16, Hoppe sent the officer multiple images depicting young girls engaged in explicit activities with adult men.
That afternoon, Hoppe and the officer agreed she would travel to a hotel in Warrenton, to which Hoppe believed the officer would also bring the daughter from D.C. so the two could sexually abuse her together.
When she arrived at the hotel, Hoppe was arrested. After waiving her Miranda rights, she was interviewed by police and told them she traveled to the hotel in order to help the daughter.
Hoppe also admitted she had not contacted any law enforcement agencies regarding the communications between her and the undercover officer or the fact that he was sexually abusing a minor.
Additionally, she admitted to distributing images of sexual abuse materials involving children, stating that she did so in order to keep the officer talking.
During a search of Hoppe’s vehicle, items such as lubricant were found, contradicting her claim that she wanted to help the girl.
Hoppe was identified by subpoenas issued against the fetish website regarding her screen name and Google using the email provided by the fetish website.
Through this, officials found Hoppe’s phone number, which was the same one she had provided to the undercover officer.
In online information, Hoppe says she currently works as an events coordinator at the University of Virginia. She has also worked for Big Brothers Big Sisters of Central Virginia, ReadyKids, and the Richmond Commonwealth’s Attorney’s Office in the past.
Hoppe is scheduled to next appear in court on June 6.
