GREENE COUNTY, Va. (CBS19 NEWS) -- A Greene County judge denied Rodney Locklear bond for a second time Tuesday morning. He said he saw Locklear as a threat to the community.

Locklear’s attorney didn’t comment after the bond appeal hearing. During the hearing, Greene County Commonwealth's Attorney Win Consolvo told the judge Locklear's wife was messaging witnesses.

Locklear, the former pastor of Victory Church in Ruckersville, has been in jail since February, following his arrest and being charged with sexually assaulting a 14-year-old girl. 

Consolvo said Locklear exhibits grooming behavior. The 47-year-old is facing similar charges in Madison County. Consolvo referred to three separate incidents involving Locklear and a juvenile.

Consolvo also said Greene County and the Virginia Attorney General's Office are investigating Locklear for financial fraud for misusing church funds.

Attorneys on both sides of the case presented photos, videos and text messages as evidence to the judge. Most of that evidence was given in chambers and sealed.

Locklear's attorney, Brooke Howard, said Locklear has health issues and needs at-home care.

Howard also brought up evidence about the alleged victim. Howard said she was obsessed with Locklear and carried photos of him in her pocket.

He said the child victim has prior behavioral, substance abuse and mental health problems.

Locklear's wife and friends were in court when the judge issued the ruling to deny him bond.

Locklear will have a preliminary hearing in the Greene Juvenile and Domestic Relations Court in May.

He'll appear in Madison County court at the end of April for an arraignment on the charges he's facing there.
